Scope of Work...

• The Business Analyst will employ User-Centered Analysis techniques (Interviews, direct

observations, requirement workshops, etc.) to understand business needs and clearly define

the Requirements for IT applications. Plan the IT requirements elicitation efforts such as

conducting stakeholder analysis, planning elicitation tasks and activities and creating elicitation

timelines; elicit technology requirements by interviewing business owners/stakeholders to

understand business needs, processes, and data sources, conducting interface analysis,

reviewing documentation and utilizing other techniques.

• This resource will work closely with other team leads (Project Managers, Front-end Developers,

Back-end Developers, and QA Testers) to translate those Requirements into optimal solution

designs.

• Deliver the results of elicitation in the form of organized meeting notes and business

requirements;

• Translate technology business needs into clearly defined and documented detailed

requirements and specifications utilizing the requirements management tool (Blueprint);

• Spearhead the prioritization, solution assessment and validation of requirements with the

business and project teams;

• Develop supporting analysis documentation, including data dictionaries;
• Work with project managers to obtain consensus and signoff on requirements deliverables
• Work with project managers to obtain user acceptance test signoff;
• Provide technical subject matter expertise to the team throughout the project;
• Work closely with Client Relationship Managers, Project Managers and other team

members, and stakeholders to achieve desired results.

• Provide review of design documentation completed by other business analysts.
• Prepare business requirements documentation and functional requirements

documentation, as well as high-level design documentation.

• Analyze and document requirements for reporting needs.
• Facilitate compliance with State and agency policies by developing system requirements

documents and technical specifications for computer applications that will support those

policies.

Vendor Qualifications

The consultant must have the following:

• Must have 5 years of experience in business requirement gathering, project management,

testing, and creating workflows for systems.

• Must have at least 1 year of experience as business analyst for Service Now

implementation

• Must have at least 4 years of demonstrated practice using MS Visio for flowcharting.
• Must have a minimum of 4 years of research and business analysis for client services and

system enhancement.

• At least 4 years' experience in writing user documentation, testing scripts, training

materials and manuals, and user guides.

• Must have at least 3 years of demonstrated practice using MS Project
• Strong experience in system planning, testing, piloting and system implementation
• Demonstrated experience in Application, User Interface analysis and testing;

understanding of System Development Life Cycle (SDLC) methodologies.

The Following Skills And Experience Are Preferred

• Experience with IT Asset Management, IT Service Management, IT Business Management

and other ITIL methodologies

• Working knowledge of large-scale system integration and implementation
• Knowledge of using TOAD or other tools for data analysis.
• Ability to work independently and communicate with staff of all levels as well as users and

other divisions and agencies.

• Experience in mentoring and planning knowledge transfer to other business analysts.
