We are looking for an experienced ServiceNow Product Development Manager to support the client in overseeing ServiceNow platform development, CMDB and Discovery tool governance, and cross-functional delivery of IT product initiatives. This consultant will manage full lifecycle activities — from planning and design through post-deployment support — while ensuring alignment with enterprise architecture, Florida IT governance standards, and continuous improvement goals.

Responsibilities:

Product Development & Lifecycle Management

  • Oversee ServiceNow product development from planning through implementation and post-deployment support.
  • Manage product development timelines, feature delivery, and release schedules.
  • Translate business requirements into actionable development and delivery plans.
  • Monitor and report on product performance, risks, and release readiness.

Cross-Functional Leadership

  • Lead cross-functional teams including technical staff, business stakeholders, and vendors.
  • Facilitate collaboration between enterprise architecture, developers, and business owners.
  • Motivate and coordinate teams to achieve delivery objectives.

Application Governance & Oversight

  • Define, implement, and monitor governance policies for ServiceNow modules and integrations.
  • Conduct regular configuration and compliance reviews.
  • Ensure alignment between business needs, technical constraints, and governance policies.

ServiceNow Platform Management

  • Oversee ServiceNow configuration, enhancement, and integration activities.
  • Ensure adherence to ServiceNow best practices for workflows, modules, and APIs.
  • Support prototyping, solution testing, and technical evaluations prior to release.

CMDB & Discovery Tool Oversight

  • Manage CMDB structure, data quality, and governance processes.
  • Oversee Discovery tool implementation, automated discovery, and data validation.
  • Ensure reliable data collection for IT assets and configuration items.

Governance, Compliance, and Standards

  • Ensure compliance with Florida IT governance requirements (Rules 60GG-1 through 60GG-5, F.A.C.).
  • Align development with enterprise architecture, accessibility, and security standards.

Continuous Improvement & Quality Assurance

  • Implement process improvements for delivery and platform performance.
  • Gather and incorporate user feedback for continuous improvement.
  • Monitor quality of deliverables and ensure adherence to standards.

Stakeholder Communication & Collaboration

  • Present functionality, performance metrics, and delivery progress to leadership.
  • Facilitate training and knowledge transfer related to ServiceNow platform changes.
  • Communicate technical and functional information to both technical and non-technical audiences.

Documentation & Reporting

  • Maintain accurate documentation of ServiceNow configurations, CMDB structures, and Discovery processes.
  • Produce regular reports on status, readiness, and risk mitigation.
  • Document lessons learned and recommendations for future enhancements.

Required Qualifications:

  • Minimum 7 years in IT product development managing timelines, release planning, and feature delivery.
  • Minimum 5 years leading complex, multi-team product or technology delivery.
  • Proven ServiceNow platform experience (development, implementation, enhancement).
  • Experience with CMDB management and ServiceNow Discovery tool.
  • Strong communication and leadership skills across technical and business teams.
  • Proficiency in SharePoint 365, Microsoft Project, and Azure DevOps.
  • Familiarity with enterprise architecture alignment and IT governance standards.
  • Experience in software testing, prototyping, and solution validation.
  • Prior experience in government or large-scale IT programs.
  • Experience with training or customer-facing ServiceNow support.

Education/Certifications:

  • Bachelor’s Degree in Computer Science, Information Systems, IT Management, or related field.
  • Required: ServiceNow System Administrator Certification and CIS–ServiceNow, PMP, ITIL Foundation, or Agile/Scrum certification.
