The Position:

Client: Commonwealth of Pennsylvania Office of Administration Enterprise Technology Services Office (OA-ETSO)

Position Title: OA-ETSO ServiceNow Developer Exception (779768)

Location: Hybrid; Remote Off-Site and On-Site in Harrisburg, PA

Duration: Initial term through 06/30/2026 (+ Annual Renewal in 1-Year Terms)

Note: Hybrid schedule is on-site 2 days per week. Candidates must currently reside within a reasonable commuting distance (2-hours/100-miles +/-) of Harrisburg, PA. Current residency will be verified.

The ServiceNow Developer is responsible for collaborating with commonwealth personnel with the ITSM bureau, across the Office of Administration bureaus, System Specialists, SMEs, and Suppliers. Work closely with Process Owner, Business Analysts, ServiceNow Administrators, and other ServiceNow Developers within ETSO. Certification by ServiceNow as a ServiceNow Certified Developer is preferred but not a mandatory requirement.

• Design, develop, and implement ServiceNow applications and integrations.
• Customize core ITSM applications such as Incident, Problem, Change, Request, and CMDB.
• Develop and maintain custom applications/modules using ServiceNow Studio.
• Create workflows, business rules, client scripts, UI policies/actions, and automated tasks.
• Integrate ServiceNow with third-party tools via REST/SOAP APIs and MID Server.
• Collaborate with Business Analysts and stakeholders to gather and clarify requirements.
• Develop reports, dashboards, and performance analytics widgets.
• Perform code reviews, unit testing, and maintain code quality and security.
• Maintain documentation on configurations, customizations, and system architecture.
• Documents all work for future reference.
• Able to work in a team environment.
• Able to communicate effectively orally and in writing.
• Participate in Agile/Scrum development cycles and sprints.

The Skills and Experience:

• 5+ Years: Hands-on ServiceNow development experience
• 4-Year Degree
• Strong knowledge of JavaScript, Glide API, and ServiceNow scripting best practices
• Experience with ITSM and at least one additional module (e.g., ITOM, HRSD, SPM, Source2Pay)
• Familiarity with Agile/Scrum methodologies
• ServiceNow Certified System Administrator (CSA)
• ServiceNow Certified Application Developer (CAD)
• ServiceNow Certified Implementation Specialist (CIS- ITSM, HRSD, Discovery)
• Experience with Automated Test Framework (ATF)
• Exposure to ServiceNow App Engine and Flow Designer
• Understanding of CMDB and Discovery
• Knowledge of Employee Service Portal and custom widget development
