Senior Mobile Asset Specialist – ServiceNow

Position Overview

SPS Consulting is seeking a Senior Mobile Asset Specialist to support Loudoun County’s Department of Information Technology (DIT) in modernizing and centralizing its mobile device ecosystem. This role will partner with an innovative and forward-thinking team to transform the management of iPhone and iPad assets into a standardized, ServiceNow-driven model.

The ideal candidate will lead the end-to-end (“cradle-to-grave”) lifecycle management of mobile devices, integrating procurement, MDM, and automated workflows while optimizing carrier spend and improving operational efficiency.

Key Responsibilities

• Establish and manage a centralized procurement strategy and ordering portal for all mobile devices
• Develop and enforce mobile device policies and governance, including acceptable use, lifecycle standards, and recovery procedures
• Design and implement ServiceNow workflows, including Joiner/Mover/Leaver (JML) processes for provisioning and decommissioning
• Integrate MDM platforms (e.g., Intune, Jamf) with ServiceNow CMDB to ensure full lifecycle visibility of mobile assets
• Conduct monthly carrier audits to identify cost-saving opportunities, optimize plans, and manage vendor relationships
• Develop and maintain performance dashboards and KPIs such as utilization, turnaround time, and cost per user
• Lead organizational change management (OCM) efforts to drive adoption of centralized processes
• Collaborate with cross-functional teams to improve data integrity, automation, and service delivery

Required Qualifications

• 5+ years of experience managing large-scale mobile device environments (2,500+ devices)
• Hands-on experience with ServiceNow for asset management and request fulfillment
• Strong knowledge of mobile device lifecycle management and governance
• Experience integrating MDM tools (Intune, Jamf) and Apple Business Manager (ABM) with enterprise systems
• Experience managing wireless carriers (Verizon, AT&T, T-Mobile) and optimizing telecom spend
• ITIL v4 Foundation certification required
• Strong analytical, communication, and stakeholder engagement skills
• Ability to work in a hybrid environment in Leesburg, VA

Preferred Qualifications

• Experience with ServiceNow HAM Pro
• IAITAM (CHAMP) or mobile asset management certifications
• Experience supporting government or highly regulated environments
• Familiarity with CMDB governance and ITAM best practices
