Technical Delivery Lead - (ServiceNow/DHS)

Position Title: Technical Delivery Lead (ServiceNow/DHS) w/ Active Top Secret or DHS Clearance

Location: Hybrid; Ashburn, VA.

Clearance: U.S. Citizen; Must have an active Top-Secret Clearance or DHS Public Trust Clearance.

InDev is seeking a Technical Delivery Lead to serve as the technical authority and engineering leader for a DHS ServiceNow contract. This is not a traditional project management role. You will lead the technical direction, architecture, and execution of ServiceNow applications while overseeing engineering teams and serving as the primary technical interface to the customer. You will be responsible for driving engineering quality, making technical decisions, guiding architecture, and ensuring successful delivery of complex SaaS-based solutions in a federal environment.

YOUR FUTURE DUTIES AND RESPONSIBILITIES

Customer Leadership & Engagement

Serve as the primary point of contact for delivery teams to the customerLead customer meetings including sprint reviews, status updates, roadmap discussions, and issue resolutionLead design reviews, solution discussions, and technical briefingsTranslate business objectives into actionable technical solutionsDelivery Ownership

Own technical delivery outcomes (quality, scalability, performance)Ensure solutions are delivered on time, within scope, and with high qualityDrive sprint planning, prioritization, and backlog refinement in collaboration with Business Analysts and Solution ArchitectsMonitor progress, identify risks, and remove blockersEnsure alignment between customer requirements and technical implementationTechnical Expertise

Maintain strong understanding of the product architecture, capabilities, and limitationsPartner with Solution Architects to design scalable, high-quality solutionsTeam Leadership

Lead and mentor cross-functional team membersFoster accountability, collaboration, and continuous improvementOperational Excellence

Track delivery performance using KPIs and metricsDrive process improvements across delivery workflowsEnsure documentation standards and governance requirements are met

QUALIFICATIONS

Bachelor’s Degree in Computer Science, Information Systems, or a related field7+ years of software engineering, architecture, and/or technical leadershipStrong technical background (software engineering, systems architecture, or similar)Deep understanding of SaaS platforms (ServiceNow preferred)Experience with ServiceNow Government Community Cloud (GCC)Experience with KPI tracking, roadmap planning, scope definition, and timelinesExperience leading engineering and cross-functional teams Proven ability communicating complex technical conceptsCustomer-facing experience with enterprise clientsDeep understanding of software development lifecycle (Agile/Scrum preferred)Strong problem-solving and decision-making skillsStrong communication, presentation, and organization skills

Proficiency in agile tools including Jira and ConfluenceFamiliarity with Power BI, creating reports and dashboardsExperience with Section 508, FISMA, and FedRAMP requirementsProject Management Professional (PMP) CertificationScum Master Certification
